The development of Raining Bell is founded on fostering collaborative synergies between the public and private sectors to utilize real-time radar monitoring techniques for potential weather modifications concerning rain or thunderstorms. The application leverages mobile devices to present easily understandable graphical animations derived from specialized data. By utilizing signals obtained through the GPS chip in any mobile device, Raining Bell delivers location-specific animated information and immediate alerts based on the intensity of nearby radar echoes.

This application is continuously evolving to enhance its performance. Through the utilization of data assimilation methods and radar reflectivity extrapolation, it integrates data from multiple radar stations in Taiwan and the FORMOSAT-7 Radio Occultation. Users have access to real-time radar echoes in graphic form and receive notifications of rain probability in the upcoming hour.
